Our Position
We are disappointed that the Council has approved the conversion despite the strong, evidence‑based objections submitted by residents and the extensive work undertaken through our RA‑led workshops and drop‑in sessions. These sessions brought together residents’ lived experience of noise from the Sainsbury’s service yard, technical expertise within the community, and a shared commitment to understanding the planning process and its implications for our village centre.
What the Decision Shows
Although the application has been approved, the decision acknowledges the seriousness of the issues raised by residents. The Council has imposed a substantial number of technical and restrictive conditions, many of which directly reflect concerns raised during our workshops. These include:
Non‑openable windows facing the service yard
High‑spec acoustic glazing and 63dB acoustic wall upgrades
Full mechanical ventilation and purge systems because windows cannot be opened
Strict internal noise limits and mandatory validation testing before occupation
Requirements for cycle storage, bin storage, EV charging and a full waste and servicing management plan
The Council’s own wording confirms the scale of the problem, noting that these measures are required “to protect the amenity of proposed residential properties from impacts of noise from the commercial service yard and associated roof mounted plant.”
Our Concern
The level of engineering required simply to make the building habitable raises a fundamental question:
If a property needs sealed windows, mechanical ventilation and specialist acoustic treatment to meet basic living standards, is it an appropriate location for residential development at all?
This is the concern residents consistently raised, and it remains unresolved.
Next Steps
The RA will now:
Monitor the implementation of all conditions
Ensure compliance is transparent and enforceable
Continue representing residents’ interests as the development progresses
We remain committed to constructive, evidence‑based engagement on all planning matters affecting Culcheth and Glazebury.
